Introduction
What we face
nowadays is a biggest problem that we ever faced. We are not facing terrorism,
communal conflict or nuclear war. It is about the nature. The nature seems to
become unfriendly to us. We don’t have to blame other people or in the bigger
view we blame other states because they cannot control the gas emission that
produced by their industries. This is not only my problem, your problem, but it
is our problem that also came from our past mistakes that we were to greed to
exploit the earth. Do you think earth can heal by itself? Or can climate change
become more stable by itself? The answer is no. Those are our responsibility to
take care the earth, before the things get uglier.
In Rio+ 20,
UN members agreed to to start a process of designing
sustainable development goals, which are “action-oriented, concise and easy to
communicate, limited in number, aspirational, global in nature and universally
applicable to all countries while taking into account different national
realities, capacities and levels of development and respecting national
policies and priorities.”[1]
In the
environment sector, we have to think more in how to solve our big problem. My
country, Indonesia is a country which still assume as the lung of the world. We
still have the million hectare of rainforest even we are include as the country
which lost the 1,8 million hectares of rainforest every years. Indonesia would
like to reduce the gas emission more than 20%. But in other objective,
Indonesia would like to increase the economic growth about 7%. How we do that?
Is that a way to make them inline, because nowadays we are doing this kind
economic policy which exploit our rainforest and change the rainforest into the
mining, or the palm oil farming? Than what should we do now?
Indonesia
should change the economic policy to be more nature friendly, and the
recommendation is Indonesia should initiate the Green Economy as soon as possible. Our President Susilo Bambang
Yudhoyono had said during Rio+20 United Nations
Conference on sustainable Development that Indonesia in order to reach the 7% economic
growth and 26% of reducing the emission, then we have to change the greed
economy to the green economy.[2] But this is the challenge
for Indonesian people and Indonesian government. Are we ready for that?
Green Economy in Indonesia? How?
Green economy
becomes so popular which try to be applied in this world. This economic theory
is trying to combine the human social and human prosperity with decreasing the
environmental risk and the ecological scarcity significantly.
Many
countries have been initiated this green economy as the part of the policy. For
example China with the water heater with solar power, organic farming in
Uganda, urban planning in Brazil, or the rural ecology development in India.
But in Indonesia sadly the green economy is still very hard to apply. Based on
the Deputy of Planning and Inernational Relations President’s Work Unit for
Controlling and Watching Development (UKP4) Heru Prasetyo, there are several
things that made the application of green economy stuck. Not all of Indonesian
Law gives a good way for the green economy. It includes the President
Regulation (Perpres), Ministry regulation (Permen) or even in the local
regulation (Perda). Moreover, the old law and the new one are overlapping each
other. The old law is still exploitative and vice versa, the new one is already
nature friendly. But when it goes to the application in real live, it still
makes the actors a little bit confuse of it.[3]
So what
should we do in how to initiate the green economy as soon as possible, to reach
the aim of our goals 26% emission reduction and 7% economic growth?
This is how we do it
Indonesia
should start to initiate the green economy in order to bring a great future for
our country. First we have to make clear the paradigm of what is the green
economy itself. The green economy doesn’t mean it prohibits the using of the
natural resources. But the green economy is economic activity in utilization of
natural resources could be done as long as it doesn’t damage the environment.
It needs the socialization and the education continually in order to get the
great result.
In the global
scale, there are so many agreements that already put in the concrete act. For
example the Kyoto Protocol between the Annex 1 countries (Japan, Norway,
Switzerland, and Canada) at the first period from 2008-2012 and it would be
proposed once again for 2013-2020. Indonesia has proposed the mechanism of Reducing Emission from Deforestation and
Forest Degradation (REDD+). This mechanism enable to give the incentive to
the developing states that want to reduce the GHG emissions that came from the
deforestation and forest degradation. Indonesia could be rich because Indonesia
has the potential to absorb carbon market from REDD+. It is the opportunity
that Indonesia has to reduce the emissions until 41%. It is not utopist but it
is the fact that we can do.
It is not
limited in the forest sector. The commitment of Indonesia to build and develop
the clean energy which eco friendly should be driven. Indonesia has so many
natural resources that we can develop to create the clean energy for example
the geothermal energy, solar energy, wind energy water energy etc. We are
having the expertise and the scientist in order to make it happens, and the
wiling of the government to change the law that not stand in the nature side.
We can do that, we don’t have to go to nuclear energy, because we have the
other energy that can be developed.
Conclusion
From the explanation
above we can see the economic growth and the nature balance can go inline if we
initiate the green economy. Green economy is suitable for Indonesia. We are the
young generation supposes to be more optimist to see the better future. We have
to utilize the natural resources that we have. We don’t need the nuclear energy
because we have so many natural resources that we can develop for the people
prosperity.
Can you
imagine that we live in harmony, live in prosperity? An imagination that we can
reach, if we start from now on to initiate the green economy, the green policy
in Indonesia. Every movement we have to think about the environment, the
climate. Because the nature is not our legacy to our children, but the nature
is the deposit from our children that we have to keep it save. So green economy
is suitable for Indonesia and we have to start it now to see the better future.
